    A webinar last week was eye opening. New York is fundamentally changing certified payroll compliance for NYC and state contractors.

    With NY Labor Law §220-j and New York City's new labor-compliance portal launching January 1, 2026, certified payroll oversight is about to become significantly stricter.

    Contractors will now be required to:

    • Submit certified payroll reports monthly in electronic format
    • Include documentation for supplements and payment bonds
    • Upload everything directly into the City's new system
    • Operate under automatic error-flagging for every submission

    Common issues that will be flagged immediately:

    – Incorrect wage rates
    – Missing or inaccurate fringes
    – Improper apprentice ratios
    – Underpayments or misclassifications

    For finance leaders, this represents real exposure: penalties, delayed payments, and heightened audit scrutiny.
