  • 1.  Who is responsible for completing Prequals at your company?

    Hello CFMA community, I'm curious who is responsible for completing prequals at your company? Estimating, project management, business development, accounting, administrative? Do you have one person that is able to complete all information on their own or do you have one person quarterback the process in a cross-department effort?

    We have a compliance manager that gets it started, then she kicks it to the Controller (me) for anything related to accounting.  Between those two they usually get completed without the need for others.

    Accounting handles the prequals at my company. We maintain electronic files with folders for the typical documents requested: financials, OSHA logs, EMR, banking and bonding letters, references, etc.

    We have an estimating support specialist that handles that.  I still get questions from time to time.  Every GC is different.

    We have an admin who assists the estimators in research and preparing bid documents. She also handles the prequals, that can get to be extensive during certain times of the year.

    Our office has delegated this to our Contract Admin person and 1 backup person.  Our Contract Admin works directly under the CFO where most of the information originates from.  She submits roughly 30 PreQuals per year based on the number of school districts we "might" bid with in the next 12mths.   Though the process takes the better part of a month to work through all of them, she has a very good system that can be picked up from another person if she becomes unavailable.

    Our controller completes and submits the prequal without attaching a PDF of required financial statement. In its place, we insert a letter inviting the GC to contact our CFO (me) for a virtual meeting to review the statement. During that virtual meeting,  I always request insight re the GC's prequal rating system and our "score", job size limits if available. Some GC's give the info to me at the end of the virtual meeting; others email me back after their in-house prequal process is completed, which I relay to our VP/SH who heads up our bidding efforts, at a minimum letting him know the prequal process has been completed and we are good for another year with that GC.
