Heavy Highway Contractor

We're reviewing our Purchase Order terms and conditions and looking for best practices.  We are a heavy and highway contractor/subcontractor.  Some material needs are immediate, and some won't be needed for 2-3 years from the time we receive a contract.   Also, quantities are not guaranteed on most of our unit price contracts, which adds another factor to the process.  With material prices being so volatile, we'd like to lock in pricing as soon as possible while still maintaining flexibility if quantities are reduced or eliminated (if and when possible!).  We do maintain inventory, but this is more related to job specific material needs.

Is anyone willing to share tips or PO terms that they use?
