    We're looking for recommendations for software than can be used to fill out pre-printed forms.  Ideally, we would like to be able to scan letter/legal sized forms from a network printer/copier, have the software locate fields to be filled in, and be able to print and save the forms.  We really don't want a lot of bells and whistles and we don't need to create forms - just looking for something that's fairly inexpensive and  easy to use.

    We're more concerned with forms that need to be filled out one time or only occasionally - things like credit applications from vendors, registration forms, client-specific forms etc.  Any suggestions would be appreciated.

    You may want to try Bluebeam Revu.  The two versions you might want are Standard ($179) or Extreme ($299).  Standard will let you markup documents using typewriter , text boxes, etc.  Extreme has a few more features so you create forms and form fields, OCR a document (so you can edit the underlying text).     Here's one CPA firm you might know that's using it:
    Grant Thornton's tax professionals now use Bluebeam Revu for their PDF viewing, annotating and editing needs. Rather than printing and adding comments by hand, tax practice employees frequently use Revu to markup electronic PDF work papers, making it much easier to store information digitally, view comments and version history for interim review, and then to archive final versions of client deliverables. After PDFs have been finalized, users add secure digital signatures through Revu, which add not only their digital ID data but also an image of their wet signature.
