Thank you for all of your help and suggestions. The problem I had was with my test data base not being updated in real time and not the VP software application. The JB Bill Initialization function does in fact pull the previous amounts billed into the current month's progress bill (AIA). You still have to enter some information manually:

Amount Paid to date
This function does expedite the requisition process tremendously. I almost feel silly that I did not know about this capability before. As a relatively new user to Vista, I had relied upon what I was told the system could or could not do. I am always trying to find new ways to improve the workflow process utilizing our software and thank everyone who jumped in to assist, including Viewpoint customer support who promptly contacted me today.

I believe you will find the you won't need to enter the Previous Cert for Payment, Previous Retainage, and Amount Paid to Date manually once you have rolled the previous billing to the current month. They will pre-fill along with the information on the schedule of values.
